Dear Ms. Quinn:

The Office of the Attorney General has received your request for a ruling and assigned your request ID# 452087 (Cedar Park Reference Number 12-345).

After reviewing your arguments and the submitted information, we have determined your request does not present a novel or complex issue. Thus, we are addressing your claims in a memorandum opinion. You claim the information in Exhibit C may be withheld from the requestor pursuant to section 552.108(a)(1) of the Government Code. We have considered your arguments and the submitted information and have determined that in accordance with section 552.108(a)(1) you may withhold the information in Exhibit C. Also, you state you will withhold the vehicle identification numbers in Exhibit B under section 552.130 of the Government Code and has redacted them from Exhibit B. Vehicle identification numbers relate to a motor vehicle title or registration and thus are excepted from disclosure under section 552.130(a)(2). While section 552.130(c) allows a governmental body to redact the information described in subsections 552.130(a)(1) and (a)(3) without the necessity of seeking a decision from the attorney general, it does not permit a governmental body to redact information described in subsection 552.130(a)(2), such as a vehicle identification number, without asking the attorney general for a decision. Accordingly, you should not redact such information when submitting information to this office for a ruling in the future.
