Box 9277 Corpus Christi, Texas 78469-9277 OR2011-03385 Dear Ms. Dang: You ask whether certain information is subject to required public disclosure under the Public Information Act (the "Act"), chapter 552 of the Government Code. Your request was assigned ID# 413309. The Corpus Christi Police Department (the "department") received a request for a call-for-service report related to a specified 9-1-1 call, as well as a copy of the recording of that call and a specified crash report. You state the department has released some of the requested information, but claim some of the submitted information is excepted from disclosure under section 552.130 of the Government Code. We have considered the exception you claim and reviewed the submitted information. Initially, we note the submitted information includes recordings of 9-1-1 calls that are not responsive to the request for information. This ruling does not address the public availability of any information that is not responsive to the request, and the department is not required to release this information in response to this request. Section 552.130 of the Government Code provides information relating to a motor vehicle operator's license, driver's license, motor vehicle title, or registration issued by a Texas agency is excepted from public release. Gov't Code § 552.130(a)(1), (2). The department must withhold the Texas license plate numbers we have marked in the submitted information under section 552.130 of the Government Code. The responsive portion of the submitted 9-1-1 recording also contains Texas license plate numbers. You inform us the department does not have the capability to redact this information in the submitted recording at issue. Based on this representation, we agree the department must withhold the submitted recording in its entirety under section 552.130 of the Government Code. See Open Records Decision No. 364 at 2 (1983). The department must release the remaining information. This letter ruling is limited to the particular information at issue in this request and limited to the facts as presented to us; therefore, this ruling must not be relied upon as a previous determination regarding any other information or any other circumstances.
