Bohn General Counsel Lake Travis Independent School District 3322 Ranch Road 620 South Austin, Texas 78738 OR2011-02749 Dear Ms. Bohn: You ask whether certain information is subject to required public disclosure under the Public Information Act (the "Act"), chapter 552 of the Government Code. Your request was assigned ID# 410132 (Lake Travis PIR# 120310-E0B/DL 4412). The Lake Travis Independent School District (the "district") received a request for all billing statements, invoices, and payments regarding any mobile communications devices and/or services paid for by the district during November 2010. You state you have released some of the responsive information to the requestor. You claim that portions of the submitted information are excepted from disclosure under section 552.136 of the Government Code. We have considered the exception you claim and reviewed the submitted information. You state portions of the submitted information are subject to section 552.136 of the Government Code. Section 552.136 states that "[n]otwithstanding any other provision of this chapter, a credit card, debit card, charge card, or access device number that is collected, assembled, or maintained by or for a governmental body is confidential." Gov't Code § 552.136(b); see id. § 552.136(a) (defining "access device"). We note check numbers and invoice numbers do not constitute access device numbers and may not be withheld under section 552.136. Accordingly, the district must withhold the bank account numbers and bank routing numbers we have marked under section 552.136 of the Government Code. (1) The remaining information must be released. This letter ruling is limited to the particular information at issue in this request and limited to the facts as presented to us; therefore, this ruling must not be relied upon as a previous determination regarding any other information or any other circumstances.
